Challenge
Municipal records were scattered across paper files and disconnected Excel sheets. Ward-level data was siloed, making it impossible for the central office to get a complete picture.
Solution
Implemented a centralized database with row-level security per ward. Each ward manages its own data, while the municipality gets cross-ward visibility and reporting.
Challenge
Citizens had to visit offices in person for every application — birth certificates, complaints, project inquiries — causing long queues and delays.
Solution
Built a public portal where citizens can submit applications, track status, and receive updates online. Field workers can also fill forms offline and sync when connected.
